Although not a specialist cycling top, this has become my shell of choice for touring in Ireland. It is slightly warmer than a conventional cycling jacket - but this is rarely a problem in Ireland where cold & wet is more likely than warm and wet. It wicks moisture away brilliantly. And if you get too warm, the side zips wil let the cool air in without getting you too damp.
They know a thing or two about rain in New Zealand and not surprisingly they know a thing or two about making waterproof tents. I've had two Macpac tents and they are the only ones I've owned that are genuinely downpour proof.
